Adopts the Permanent Rules of the Senate for the 88th Legislature (2013-2014), establishing parliamentary procedures, bill processing, committee structure, and ethical standards

Establishes 13 standing committees (Capital Investment, Commerce, Education, Finance, Judiciary, etc.) with proportional majority and minority representation, subject to uniform assignment criteria

Requires bills appropriating money or establishing policies requiring expenditures to be referred to the Committee on Finance before passage; bills delegating or exempting rulemaking must go to Committee on State and Local Government

Limits amendments to omnibus appropriation and tax bills to prevent increasing appropriations without corresponding revenue increases, reducing revenue without corresponding appropriation reductions, or changing appropriations to agencies not in the reported bill

Sets standards for ethical conduct, lobbyist compliance with registration requirements, credential procedures for news media, and establishes a Subcommittee on Ethical Conduct to investigate complaints of improper conduct by members and employees
