Commissioner of public safety may issue nondomiciled commercial learner's permits and nondomiciled commercial driver's licenses to persons domiciled in foreign jurisdictions who otherwise meet Minnesota commercial licensing requirements under Code of Federal Regulations title 49, sections 383.23(b)(1) and 383.73.

Nondomiciled commercial driver's license applicants are exempt from Social Security number requirements that apply to other driver's license applicants.

Nondomiciled commercial learner's permits and licenses must be clearly marked as required under Code of Federal Regulations title 49, section 383.153(c), and marked licenses cannot be deemed invalid based on the "nondomiciled" designation.

All sections become effective the day following final enactment and apply to applications submitted after the commissioner enters into a new contract and coordinates production of a new license and card design with required modifications.
