Amends Minnesota Statutes 2014, section 121A.031, subdivision 1, to modify the scope of student bullying policies in public schools.

Establishes that bullying policies apply to student-on-student bullying occurring on school premises, at school functions or activities, on school transportation, and through electronic communications on school computers and networks.

Extends bullying policy application to off-premises electronic communications that substantially and materially disrupt student learning or the school environment.

Exempts home schools, nonpublic schools, and public school districts that have adopted written bullying policies under Minnesota Statutes 2012, section 121A.0695, from the provisions of this section.

Requires that school-aged children who voluntarily participate in public school cocurricular or extracurricular activities are subject to the same student bullying policy provisions as enrolled public school students.
