Extends the sunset date of the agricultural growth, research, and innovation program from June 30, 2015 to June 30, 2025.

Appropriates $100,000 each in fiscal years 2016 and 2017 to Minnesota State Colleges and Universities for developing and teaching online agriculture courses focused on farm business management.

Appropriates $1,000,000 each in fiscal years 2016 and 2017 to the commissioner of agriculture for grants to the Minnesota Agricultural Education Leadership Council for student awareness programs and regional agriculture educator advisor services.

Appropriates $1,500,000 each in fiscal years 2016 and 2017 to the commissioner of agriculture for grants to agriculture educators for uncompensated activities that advance agricultural education.

Appropriates $1,000,000 each in fiscal years 2016 and 2017 to create agricultural education teacher preparation programs at Southwest Minnesota State University and University of Minnesota Crookston campus.

Appropriates $500,000 each in fiscal years 2016 and 2017 for need-based farm business management tuition scholarships.

Appropriates $2,400,000 each in fiscal years 2016 and 2017 to the Board of Trustees for additional farm business management programming with priority funding for beginning farmers, veteran farmers, and immigrant farmers.
