• Increases voting members of the Clean Water Council from 19 to 20 members appointed by the governor, effective January 1, 2017.

• Changes farm organization representation from statewide to one member per congressional district and increases business organization representatives from two to four at-large members.

• Establishes four-year terms for all nonlegislative council members, with initial staggered appointments splitting terms to end in January 2019 and January 2021.

• Removes legislative members (two house representatives and two senators) as nonvoting council members, keeping only state agency representatives and the Metropolitan Council representative as nonvoting members.
