Removes "giving away" from the definition of "sell" in Minnesota seed law when applied to agricultural, vegetable, flower, tree, or shrub seed and seed samples.

Adds exemption for "interpersonal sharing of seeds" to the Minnesota seed law exemptions.

Exempts religious, charitable, scientific, literary, or educational organizations that receive less than $5,000 in gross receipts annually from seed sales in the state from seed law requirements.

Maintains existing exemptions for seed or grain not intended for sowing, seeds in conditioning establishments, and carriers transporting seeds in the ordinary course of business.
