Establishes a new definition of "intensive pediatric home care nursing" for pediatric recipients requiring complex life-saving interventions that would necessitate intensive care unit (ICU) level hospital care.

Increases payment rates for intensive pediatric home care nursing services to 25 percent higher than complex home care nursing rates effective after June 30, 2015, excluding federally qualified health centers, rural health centers, and Indian health services.

Requires the commissioner to adjust payment rates for managed care and county-based purchasing plans to reflect the 25 percent increase and pass the full amount to eligible home care nursing agencies.

Mandates home care nursing agencies receiving the rate increase allocate 25 percent of additional revenue to patient-specific intensive pediatric home care training for nursing staff and 50 percent to increased pay and benefits for intensive pediatric home care nurses.
