Removes "giving away" from the definition of "sell" in Minnesota Seed Law for agricultural, vegetable, flower, tree, or shrub seed and seed samples.

Adds exemption for interpersonal sharing of seeds from Minnesota Seed Law requirements.

Exempts religious, charitable, scientific, literary, or educational organizations that receive less than $5,000 in gross receipts annually from seed sales from seed law compliance.

Clarifies that seed law exemptions apply to seeds in storage or being transported to conditioning establishments when accompanied by appropriate labeling.

Maintains exemption for carriers transporting seeds in ordinary business operations, provided they do not engage in producing, conditioning, or marketing seeds.
