Amends Minnesota Statutes section 116.07, subdivision 7 to allow feedlot operators to store and apply up to 100,000 gallons of private truck wash wastewater per year without requiring a permit from the Pollution Control Agency.

Feedlot operators holding a permit to land apply industrial byproducts from a private truck wash are exempt from permit sampling and analysis requirements, except wastewater must be sampled for phosphorus and nitrogen to determine agronomic rates before land application.

Exempts feedlot operators from the requirement that a certified land applicator apply private truck wash wastewater if applied to cropland owned or leased by the feedlot operator or by a commercial animal waste technician licensed under Minnesota chapter 18C.

Defines "private truck wash" as a truck washing facility owned, operated, and used exclusively by a feedlot operator to wash trucks owned or leased by the feedlot operator for transporting animals or supplies to and from the feedlot.
