Adds a new exemption from human services licensure for nonprofit youth development programs serving kindergarten through grade 12 that operate before or after school, on weekends, or during school breaks.

Programs claiming this exemption must have on-site director or supervisor, obtain written parental consent, and provide written notice that the program is not state-licensed and ineligible for child care assistance under chapter 119B.

Allows school-age programs exempt under the new provision to voluntarily seek or continue state licensure if they choose to do so.

Repeals the previous school-age child care licensing moratorium that was set to expire July 1, 2015, replacing it with the permanent exemption.

All changes effective July 1, 2015.
