Requires all licensed teachers renewing continuing licenses to include suicide prevention training or best practices in their renewal requirements, with initial focus on recognizing early warning signs of mental illness in children and adolescents.

Establishes grant programs for community-based evidence-based suicide prevention and intervention training for school staff, parents, students, public safety personnel, healthcare providers, and mental health professionals.

Requires the Commissioner of Health to submit a detailed plan by February 1, 2016 on improving timeliness, usefulness, and quality of suicide-related data collection and reporting.

Appropriates $1,500,000 per year (fiscal years 2016-2017) to establish a statewide text message suicide prevention counseling line.

Appropriates $100,000 per year for professional suicide prevention training, $50,000 per year for postvention training, and $22,000-$23,000 per year for mental health first aid training for teachers and other professionals working with children.
