• Requires the commissioner to submit annual reports to education committees by February 1 on concurrent enrollment, Advanced Placement, and International Baccalaureate course enrollment, teacher participation, trends, and expenditures, disaggregated by student subgroup, school district, and postsecondary institution.

• Allows 9th and 10th grade pupils to enroll in concurrent enrollment courses if after all 11th and 12th graders have applied, additional students are necessary to offer the course, subject to school district and postsecondary institution discretion.

• Establishes participation limits: grade 9 pupils may participate for up to 4 academic years, grade 10 for up to 3 years, grade 11 for up to 2 years, and grade 12 for up to 1 year; limits do not apply if a school district determines a pupil is not on track to graduate.

• Requires postsecondary institutions to adopt and implement National Alliance of Concurrent Enrollment Partnership program standards and accreditation requirements by the 2020-2021 school year.

• Appropriates $12.25 million total for fiscal years 2016-2017: $9 million annually for concurrent enrollment programs, $2 million for course development and expansion grants, $200,000 for dual-credit program information grants, $500,000 for teacher training and qualification grants, and $250,000 for teacher training subsidies.
