Commissioner shall report student homelessness and high mobility rates as demographic factors that strongly correlate with student performance in public test result reports starting with the 2015-2016 school year.

Commissioner must organize and report performance data so state and local policy makers can understand how changes in districts' demographic profiles over time, including student homelessness and high mobility rates, affect educational outcomes.

All commissioner reports containing summary data on student performance must integrate student performance information with the demographic factors that strongly correlate with that performance.

School performance reports posted annually by September 1 (or October 1 for reports reflecting new performance standards) must include student homelessness and district mobility rates among reported data elements.

Reporting requirements apply to school year reports for 2015-2016 and later, effective the day following final enactment.
