Urges the President and Congress to overhaul the Elementary and Secondary Education Act (No Child Left Behind Act) to reduce high-stakes standardized testing mandates.

Proposes adoption of grade-span testing that tests each student in each subject once in elementary school, once in middle school, and once in high school.

Asserts that overreliance on standardized testing undermines educational quality and equity by narrowing curriculum, teaching to the test, reducing student engagement, and driving excellent teachers from the profession.

Notes that high-stakes testing has disproportionately negative effects on low-income students, English language learners, children of color, and students with disabilities.

Directs the Minnesota Secretary of State to transmit copies of this memorial to the President, Congress leadership, relevant Congressional committees, and Minnesota's federal delegation.
