• Prohibits school suspensions for students in prekindergarten through grade 3, requiring use of alternatives instead.

• Requires school districts to convene a meeting with parents when a student's removal days exceed 10 cumulative days in a school year and to arrange mental health screening or special education evaluation with parental permission.

• Replaces suspension alternatives (parent attendance, Saturday school, juvenile court petition) with restorative consequences, in-school suspension, positive behavior intervention plans, and crisis services coordination.

• Requires school districts to report exclusions, expulsions, and parental withdrawal agreements to the commissioner within 30 days, including demographic data by age, grade, gender, race, and special education status.

• Mandates school administrators immediately contact parents when a student is removed from school by a peace officer and requires districts to develop policies on appropriate use of peace officers and crisis teams for student removal.
