Extends the expiration date of the Farmer-Lender Mediation Act and related agricultural provisions from June 30, 2016 to June 30, 2018.

Establishes a 12-member advisory task force convened by the Commissioner of Agriculture to provide recommendations on the Farmer-Lender Mediation Act.

Task force membership includes one farm business management instructor, three farmers (including at least one beginning/nontraditional farmer with mediation program experience), and one representative each from eight agricultural and financial organizations.

Requires the Commissioner to report the task force's recommendations to the legislative committees with jurisdiction over agriculture policy and finance by February 1, 2017.

Repeals a previous law that would have automatically extended the Farmer-Lender Mediation Act until June 30, 2017 if the legislature did not meet in regular session during 2016.
