Amends Minnesota Statutes section 125A.08 to modify requirements for individualized education programs (IEPs) for students with disabilities.

Allows IEP teams to consider district costs as a factor when choosing among essentially equivalent and effective instructional options, related services, or assistive technology devices to meet student needs.

Changes paraprofessional training from optional to required by mandating "annual training opportunities are available required" to develop knowledge and skills specific to students' disabilities and individual needs.

Expands paraprofessional training requirements to include understanding how disabilities affect students' education and behavior, in addition to emergency procedures, confidentiality, and reportability.

Clarifies that paraprofessionals must work under the ongoing direction of a licensed teacher and, where appropriate and possible, supervision of a school nurse.
