Requires all school board members' four-year terms to commence on the first Monday in January and run concurrently with each other, rather than in staggered fashion.

Maintains existing provisions allowing boards to consist of six or seven members, with the option to transition between sizes through voter approval.

Takes effect the day following final enactment and applies to terms of office commencing on or after January 4, 2016.

Requires school districts with staggered terms to adopt a transition plan by resolution no later than four weeks before the filing deadline for the next regularly scheduled election.

Permits school districts to lengthen or shorten individual board members' terms by up to two years to facilitate the orderly transition to concurrent terms.
