• Legislative auditor shall prepare fiscal notes and revenue estimates on pending legislation, replacing the Commissioner of Management and Budget in this role.

• Legislative auditor shall coordinate development of local government impact notes on pending legislation upon request from committee chairs or ranking minority members.

• Commissioner of revenue shall transfer $214,000 annually to the legislative auditor for costs of preparing local impact notes and other local government activities.

• Commissioner of management and budget must transfer all fiscal note tracking system records, documents, data, hardware, and software to the legislative auditor upon request.

• Repeals Minnesota Statutes sections 270C.11, subdivision 5, and 270C.991, subdivisions 6 and 7, which required the Department of Revenue to prepare revenue estimates for tax expenditure bills; effective July 1, 2015.
