Establishes grants for "teacher-powered schools" where teachers comprise the school's governance structure and assume responsibility for the school's success.

Authorizes planning grants up to $150,000 for one year in advance of opening a launch or conversion school, upon approval by the school board and exclusive teacher representative.

Authorizes start-up grants for the initial two years of operation: up to $100,000 per year for conversion schools or up to $225,000 per year for newly created launch schools.

Requires grant recipients to submit annual budgets and reports to the commissioner beginning September 1, 2016, measuring success through state multiple measures, parental satisfaction surveys, and mission-relevant metrics.

Appropriates $5,000,000 for fiscal year 2016 and $5,000,000 for fiscal year 2017, with a base appropriation of $5,000,000 in fiscal year 2018 and carryover authority for unused funds.
