Prohibits trapping wolves by any person except as authorized by the commissioner for predator control programs.

Prohibits hunting wolves with bait; defines bait as meat, bones, fat, animal carcasses, or other food capable of attracting wolves, with exceptions for agricultural crops and livestock from normal farming activities.

Prohibits use of snares to take wild animals, except as authorized by the commissioner for predator control programs.

Prohibits use of calling techniques that mimic prey distress calls to take wolves, except as authorized by the commissioner for predator control programs.

Establishes wolf trapping license fee of $30 for residents only and creates wolf management and monitoring account funded by wolf license revenues for management, research, damage control, enforcement, and education.
