Amends Minnesota Statutes section 197.133 regarding disposal of Big Island Veterans Camp property and establishes procedures for creating an irrevocable trust with proceeds from any property sale.

Proceeds from property disposal must be placed in an irrevocable trust to initiate or maintain veterans programs in Minnesota, with trustees consulting the commissioner of veterans affairs on veteran needs and providing annual written reports.

Requires a certified audit of all assets, expenditures, and property before any disposition, and mandates removal of any board member who would benefit financially from the property sale.

Grants exclusive authority to trustees to remove other trustees by majority vote with commissioner of veterans affairs consent, and establishes that board must disband upon final disposition of all assets to the trust.

Repeals Minnesota Statutes sections 197.131 and 197.132, which previously detailed the Big Island Veterans Camp board composition, powers, and duties.
