Amends Minnesota Statutes 2014, section 471.345, subdivision 13 to expand the definition of "energy conservation measure" to include energy conservation measures that provide long-term operating cost reductions and water metering devices that increase efficiency or accuracy of water measurement and reduce energy use.

Allows municipalities to enter into guaranteed energy-savings contracts with qualified providers without competitive bidding requirements if the contract includes a written guarantee that savings will meet or exceed the cost of energy conservation measures.

Requires qualified providers to issue a report before installation summarizing all costs including design, engineering, installation, maintenance, repairs, and debt service, plus estimates of energy or operating cost reductions.

Permits payments under guaranteed energy-savings contracts to extend up to 20 years from the date of final installation, with contracts remaining valid even if the municipality fails to appropriate funds in future fiscal years.

Requires municipalities to submit a copy of the guaranteed energy-savings contract and the qualified provider's report to the commissioner of commerce within 30 days of the contract's effective date.
