Commissioner of education must inventory existing swimming instruction resources and best practices in Minnesota public schools, with a report due to education committees by February 1, 2016.

Commissioner of education must establish a work group including education officials, health officials, K-12 teachers and administrators, nonprofit fitness organizations, and community members underserved by current swimming resources.

Work group must determine and report by February 1, 2017, on curriculum, resources, personnel, and costs needed to make swimming instruction available in all Minnesota public schools.

Work group must consider the results of the initial resource inventory when preparing its recommendations.

Provisions effective the day following final enactment.
