MN HF1401

Requires the Board of Teaching and Commissioner of Education to request that expunged criminal records be unsealed and reviewed before issuing teaching licenses to applicants who have expunged convictions.

Requires school boards and hiring authorities to request unsealing of expunged records and review their contents before hiring prospective employees who have expunged convictions.

Requires teacher employment applicants to disclose all current and previous disciplinary actions against their teaching licenses in Minnesota and other states, as well as the existence of any expunged criminal convictions.

Amends Minnesota law to permit expunged records to be opened for purposes of background checks for prospective school employees under section 123B.03 and teaching license applicants under section 122A.18.

Effective the day following final enactment and applies to all individuals applying for employment as teachers after that date.
