Expands the definition of "water conditioning installation" to allow licensed water conditioning masters and journeymen (in addition to plumbers) to install bypass, shut-off, or isolation valves and extend piping for treated or untreated water in single-family residential units.

Modifies "water conditioning servicing" to explicitly include repair and maintenance of existing installations, including media loading, adjustment, or exchange of components, excluding plumbing work involving treated or untreated water.

Creates new registration category for unlicensed individuals to perform water conditioning installation work in single-family residential units under direct supervision of a licensed master, with eligibility to take journeyman exam after 875 hours of practical experience.

Establishes detailed requirements for "direct supervision," including that supervisors must be physically present at the work location at all times, review work before operation, and ensure compliance with applicable codes and rules.

Requires water conditioning contractors employing registered unlicensed individuals or plumber's apprentices to maintain records identifying all such workers and permit department examination of those records.
