$6,000,000 appropriated from bond proceeds fund to the commissioner of administration to design, construct, furnish, and equip a veterans home in Montevideo.

$10,000,000 appropriated from bond proceeds fund to the commissioner of administration to design, construct, furnish, and equip a new veterans home in Bemidji providing skilled nursing care and continuum of care to Minnesota veterans.

Commissioner of veterans affairs may establish veterans homes in Montevideo and Bemidji with up to 140 beds available for eligible veterans and their spouses, with the state providing necessary operating costs beyond revenue and federal funding.

Commissioner of administration may accept contributions of land or money from private individuals, businesses, local governments, veterans service organizations, and other nonstate sources to provide matching funding for federal grants.

Commissioner of management and budget authorized to sell and issue state bonds up to $16,000,000 to fund the appropriations according to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI.
