Appropriates $3,000,000 in fiscal year 2016 and $3,000,000 in fiscal year 2017 from the arts and cultural heritage fund to the Minnesota Humanities Center for competitive grants supporting African culture, heritage, and arts programs.

Minnesota Humanities Center must collaborate with the Council on Black Minnesotans to design, administer, and award grants to organizations and artists throughout Minnesota, with priority given to applicants outside the Twin Cities metropolitan area.

Minnesota Humanities Center shall develop a written plan in collaboration with the Council on Black Minnesotans for competitive grant issuance and submit it to the Department of Administration for review and approval.

Minnesota Humanities Center may use a percentage of the appropriation to cover administrative costs including planning, evaluation, and reporting, and may reimburse the Council on Black Minnesotans for their administrative expenses related to the grant program.
