Lowers the disability threshold for promotional examination preference from 50 percent to 30 percent service-connected disability rating by the Veterans Administration.

Maintains the 30 percent or greater disability requirement for competitive open examination preference, as adjudicated by the U.S. Veterans Administration or armed forces retirement board.
