Reduces regular meeting requirement for District 1 Hospital Board from at least once a month to twice every year.

Maintains existing provisions for special meetings that can be called by the chairman or any two other members upon three days' written notice.

Requires board to convene an annual meeting during the second half of each year to report to hospital district citizens on hospital status, plans, and financial condition.

Mandates chief executive officer report at annual meeting include hospital status, future plans, and financial condition including property tax levy needs.

Becomes effective the day following final enactment.
