• Individuals who properly complete applications for a new or renewed Minnesota driver's license, instruction permit, or identification card and are eligible to vote must be automatically registered, unless they decline.

• The Department of Public Safety must modify application forms to serve as voter registration applications and transmit applicant information daily to the Secretary of State for registration processing.

• The Secretary of State must verify applicants are at least 18 years old and U.S. citizens by comparing driver's license data with information from state courts and the Department of Corrections regarding wards, incompetents, felons, and inmates.

• County auditors must mail registration notices to newly registered voters; applications dated within 20 days before an election do not become effective until the day after the election.

• Implementation is contingent upon certification by both the Department of Public Safety and Secretary of State that their systems have been tested and can accurately process voter registration data.
