Commissioner of agriculture must identify causes of relative growth or decline in poultry and livestock production across Minnesota, Iowa, North Dakota, South Dakota, Wisconsin, and Nebraska over the preceding ten years

Commissioner must report findings organized by poultry and livestock sector no later than February 1, 2016

Report must include recommendations on how to strengthen and expand Minnesota animal agriculture

Report must be submitted to legislative committees with jurisdiction over agriculture policy and finance
