Designates the Honor and Remember Flag created by Honor and Remember, Inc. as Minnesota's official symbol honoring members of the United States armed forces who died in the line of duty or from service-connected causes.

Encourages chief administrators of governmental buildings and facilities to display the flag on nine specific days each year, including Armed Forces Day, Flag Day, Independence Day, Veterans Day, Korean War Armistice Day, Vietnam Veterans Day, National POW/MIA Recognition Day, and July 2-3 in remembrance of the 262 soldiers of the 1st Regiment Minnesota Volunteer Infantry at the Battle of Gettysburg.

Applies to state Capitol, constitutional offices, legislative chambers, courts, state veterans memorials, homes and cemeteries, eligible federal veterans facilities, and local government buildings as determined by local governing bodies.

Prohibits the requirement for employees to report to work solely for the purpose of displaying the flag and allows facility administrators to prescribe display procedures.

Permits named public offices and officials to accept donations of Honor and Remember Flags for display purposes and becomes effective upon final enactment.
