Requires each Board of Teaching member to represent a different economic development region under Minnesota Statutes section 462.385.

Maintains Board of Teaching composition of six teachers (at least four from public schools), one higher education faculty member preparing teachers, one school administrator, and three public members (two from school boards).

Authorizes an annual honorarium for teacher members of the Board of Teaching, with amount to be determined.

Allows current Board of Teaching members to represent the same economic development region during transition period until full compliance is achieved through new appointments.

Appropriates unspecified sums from the general fund to the Department of Education for Board of Teaching operations in fiscal years 2016 and 2017.
