MN HF15

Increases the compulsory school attendance age from 17 to 18 years old, requiring all children between ages 7 and 18 to receive instruction unless they have graduated.

Requires students who are 18 years old seeking to withdraw from school to attend a meeting with school personnel to discuss educational opportunities and sign a written election to withdraw.

Extends performance assessment requirements to children ages 16 through 18 who are not enrolled in public school and for whom an initial report was filed after age 16.

Allows school districts to terminate enrollment of nonresident students over age 18 who are absent without lawful excuse for one or more periods on 15 school days and have not lawfully withdrawn from school.

Updates the definition of "habitual truant" to include children under 18 and children who are 18 years old absent without lawful excuse for seven school days per school year, provided they have not lawfully withdrawn from school.

All changes are effective for the 2015-2016 school year and later.
