• Adds definition of "ultimate user" as a natural person who lawfully possesses a legend drug for personal use, household member use, or animal use.

• Authorizes licensed pharmacies to collect legend drugs from ultimate users or long-term care facilities for disposal as pharmaceutical waste, subject to federal controlled substance disposal requirements.

• Expands entities permitted to collect and dispose of legend drugs as pharmaceutical waste to include law enforcement, hazardous waste transporters, certain facilities, counties, and sanitary districts.

• Allows individuals to designate family members or caregivers to handle legend drugs for obtaining, administering, or sending drugs for destruction, and permits transfer of prescription legend drugs to authorized collection entities.

• Establishes that controlled substance disposal must comply with Code of Federal Regulations Title 21 and Minnesota hazardous waste disposal requirements under section 116.07.
