• Modifies personal learning plans for high school students to include exploration of educational, college, and career interests by grade 9 and annual review to ensure adequate progress toward graduation and postsecondary readiness.

• Consolidates and reorganizes College-Level Examination Program (CLEP) provisions, allowing state reimbursement of examination fees for eligible students with priority given to low-income families and expedited reimbursement within 60 days.

• Expands Postsecondary Enrollment Options Act to include 9th and 10th grade students in addition to 11th and 12th graders, with alternative pupils required to register with the education commissioner before participating.

• Changes concurrent enrollment course funding from a fixed $150 per pupil to four percent of the general education formula allowance, effective fiscal year 2016.

• Repeals Minnesota Statutes 2014, section 120B.14 (Advanced Academic Credit) and reorganizes related provisions under the consolidated postsecondary credit framework.
