Appropriates $8,530,000 in fiscal year 2016 and $8,920,000 in fiscal year 2017 from the parks and trails fund to the commissioner of natural resources for grants to regional parks and trails outside the seven-county metropolitan area.

Grants must be based on recommendations from the Greater Minnesota Regional Parks and Trails Commission established under Minnesota Statutes, section 85.536.

Allows the commissioner to use up to 2.5 percent of the appropriation for actual costs of issuing and monitoring grants.

Allocates $356,000 in fiscal year 2016 and $362,000 in fiscal year 2017 to the Greater Minnesota Regional Parks and Trails Commission to carry out its duties, including developing a statewide system plan for regional parks and trails outside the seven-county metropolitan area.
