Amends Minnesota Statutes 2014, section 14.49 regarding temporary administrative law judges.

Allows the chief administrative law judge to contract with a retired workers' compensation judge, formerly a state employee, to serve as a workers' compensation judge when regularly appointed judges are unavailable to hear pending cases on a timely basis.

Maintains existing exception allowing contracts with workers' compensation attorneys or former judges when all regularly appointed compensation judges are disqualified from a specific case under the Code of Judicial Conduct.

Specifies that temporary administrative law judges and contracted compensation judges are not state employees, except for retired workers' compensation judges who must have been formerly employed by the state.
