Modifies definition of "supervision" for body art procedures to include "direct supervision" (within five feet and line of sight) and "indirect supervision" (physically present in establishment).

Establishes two-tiered licensure requirements effective before and after January 1, 2017: applications received before that date require 200 hours supervised experience and full coursework; applications on or after require a log of supervised experience and signed affidavits from supervising technicians.

Creates new subdivision 12 specifying minimum supervised experience: 200 hours for tattoo technicians, 250 piercings under direct supervision plus 250 under indirect supervision for body piercing technicians, and combined requirements for dual licenses.

Temporary licenses valid for one year (renewable once) require proof of age, fees, and a letter from a supervising licensed technician who has agreed to provide supervision.

Prohibits tattoos on individuals under 18 regardless of parental consent and prohibits nipple, genital, and other extreme piercings on minors; requires parent/guardian presence and identification for body piercings on those under 18.
