Creates alternative accountability measures for area learning centers, alternative learning programs, and certain charter schools serving at-risk students under new Minnesota Statutes section 120B.37.

Eligible programs must have 70 percent or more students eligible for the graduation incentives program, or charter school contracts limit admission to such students.

Alternative accountability measures consist of: 30 percent based on student achievement and growth on nationally or state-normed assessments; 40 percent based on postsecondary and workforce readiness measures including graduation rates, dropout rates, standardized test participation, and employment; and 30 percent based on attendance, truancy, character development, and community service metrics.

Amends section 120B.11 to include alternative accountability measures as a performance metric for determining school and school district progress.

Commissioner of Education directed to seek a federal waiver to replace current federal accountability requirements with the alternative measures for eligible programs.
