Amends Minnesota Statutes section 122A.69 to establish requirements for placing practice and student teachers in school districts through agreements with teacher preparation institutions.

Requires practice or student teachers to have completed at least two years of an approved teacher education preparation program before placement.

Mandates that practice or student teachers must be placed with a cooperating licensed teacher who has at least three years of teaching experience and holds an "exemplary" or "effective" evaluation rating on their most recent summative evaluation.

Designates practice and student teachers as school district employees for purposes of workers' compensation, liability insurance, and legal counsel protections.

Takes effect for the 2017-2018 school year and later.
