Prohibits mental health practitioners and professionals from engaging in conversion therapy with clients under 18 years of age or vulnerable adults, effective the day following final enactment.

Defines conversion therapy as any practice intended to change an individual's sexual orientation or discourage gender transition, including efforts to eliminate same-sex attractions or romantic feelings.

Excludes from the definition counseling that assists with gender transition, facilitates coping skills and identity exploration, or addresses unlawful conduct or unsafe sexual practices.

Establishes that attempted conversion therapy with minors or vulnerable adults constitutes unprofessional conduct subject to disciplinary action by the mental health practitioner's or professional's licensing board.

Eliminates coverage for conversion therapy under Minnesota Medical Assistance by amending section 256B.0625.
