Adds license forfeiture for persons convicted of not reporting a taking of a pet or companion animal under the new reporting requirement section 97B.930, paragraph (a).

Reduces maximum jaw opening for body-gripping traps on public lands from 6-1/2 inches to 5-1/2 inches, and increases minimum elevation requirement from three feet to five feet above ground or snowpack.

Requires written permission from property owner, occupant, or lessee before setting traps or snares on private property, including access from state waters.

Mandates persons who find a pet or companion animal in their trap or snare notify a conservation officer within 24 hours, with violation classified as a misdemeanor subject to section 97A.421 penalties.

Requires the commissioner to report annually by March 1 to the legislature on all pet or companion animal takings reported during the previous calendar year.
