Repeals Minnesota Statutes 2014, section 196.051, which authorized the commissioner of veterans affairs to serve as guardian of estates for veterans and dependents.

Eliminates the commissioner's authority to act as guardian of the estate (but not guardian of the person) when appointed by district court.

Removes the commissioner's exemption from bonding requirements when serving as a guardian.

Eliminates the commissioner's ability to commingle funds of multiple wards and charge fees of up to five percent of ward income for guardianship services.
