Allows charter school students to participate in extracurricular activities offered by their resident school district on the same basis as public school students, effective for the 2015-2016 school year and later.

Requires charter school students to provide at least 30 days' written notice to both their charter school and resident district before participating in resident district extracurricular activities.

Requires the charter school to agree in writing to pay the district an amount equal to the lesser of one-half of the statewide average per pupil expenditure on student activities and athletics, or their proportional share of uncovered extracurricular activity costs.

Prohibits charter school students from participating in extracurricular activities already offered by their enrolling charter school or activities not controlled by the high school league under chapter 128C.

Charter school students must meet the academic and conduct eligibility requirements of the resident district, with charter schools responsible for collecting and transmitting eligibility information to the district.
