Changes state park pass requirement from one-day permit to annual permit for active military personnel stationed outside Minnesota, valid during active service and for 90 days immediately thereafter, and their dependents.

Requires active military personnel and dependents to present a qualifying military identification or annual federal military pass (from National Parks and Federal Lands Pass Program) instead of current military orders to park attendant or commissioner's designee.

Authorizes commissioner to establish qualifying military identification standards by written order published in State Register, exempt from standard rulemaking procedures under chapter 14.

Permits free daily vehicle passes for qualifying active military personnel and disabled veterans who do not own or operate a motor vehicle.

Expands disabled veteran annual permit eligibility to veterans with any level of service-connected disability (not just total and permanent disability), and allows daily permits for resident veterans with any level of service-connected disability, requiring Department of Veterans Affairs or Department of Defense validation documentation.
