Appropriates $3,000,000 from bond proceeds to the Minnesota Amateur Sports Commission for grants to local government units for installing, renovating, or replacing heating, ventilating, and air conditioning systems in existing indoor ice arenas.

Targets ice arenas whose ice resurfacing and ice edging equipment are not powered by electricity, with the goal of improving indoor air quality by reducing carbon monoxide and nitrogen dioxide concentrations.

Permits new or renovated systems to include continuous electronic air monitoring devices that automatically activate ventilation when carbon monoxide or nitrogen dioxide concentrations reach predetermined levels.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $3,000,000 to provide the appropriated funds, subject to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
