Amends Minnesota Statutes section 375.51, subdivision 2, to require counties to notify potentially affected businesses at least 14 days before an initial hearing on ordinances that may affect licensed businesses.

County notification must be made by first class mail or e-mail and must include posting the proposed ordinance on the county's Web site with notice that it may affect licensed businesses.

Defines a licensed business as potentially affected if the ordinance changes the location or availability of a product or service provided by the business.

Creates new statute section 415.175 imposing identical notice requirements on statutory or home rule charter cities before holding initial hearings on ordinances affecting licensed businesses.
