Allows self-service storage facility owners and their employees to sell personal property insurance incidental to space rentals without requiring an insurance license.

Requires owners to file written notice with the commissioner before conducting insurance sales and notify within 30 days of opening additional locations.

Owners must provide occupants with written notice disclosing policy terms, insurer identity, premium amounts, benefits, exclusions, and a prominent statement that existing homeowner's, renter's, or vehicle insurance may already provide coverage.

Requires owners to assume responsibility for unlicensed employees' actions, submit employee training programs for commissioner approval, and comply with marketing and conduct regulations as if licensed.

Effective August 1, 2015, and applies only to personal property insurance covering loss or damage to items stored at the facility where insurance is sold.
